Committee Approves Reconciliation Proposal

WASHINGTON, D.C., September 30, 2015
The House Committee on Education and the Workforce, chaired by Rep. John Kline (R-MN), today approved a reconciliation proposal introduced pursuant to S. Con. Res. 11, the Concurrent Resolution on the Budget for Fiscal Year 2016. By repealing the so-called auto-enrollment mandate in the president’s health care law, the committee’s reconciliation proposal is part of a broader effort to dismantle ObamaCare and reduce the deficit. The proposal passed the committee by a vote of 22 to 15.
 

“The American people expect us to address their priorities,” said Chairman Kline, “and that is precisely what this proposal would do. We have an opportunity to dismantle a law that’s wreaking havoc on families and small businesses, while also taking an important step to help get our fiscal house in order and protect hardworking taxpayers. Because of our work here today, as well as the efforts of our colleagues on the Energy and Commerce Committee and the Ways and Means Committee, we are moving forward with the people’s priorities.”
 

BACKGROUND: The reconciliation proposal approved by the committee today would repeal Section 1511 of the Patient Protection and Affordable Care Act, known as the “auto-enrollment mandate.” This mandate requires employers with 200 or more full-time employees to automatically enroll new full-time employees into employer-sponsored health care coverage if the employee fails to choose another employer plan or decline coverage. Concerns have been raised that the mandate will create unnecessary confusion for workers and employers and result in penalties for those already enrolled in health insurance coverage.
